I noticed the editorial says to take care of singular/plural. For some examples, 12:01 should be "one minute past twelve, but 12:02 should be "two minutes past twelve. I neglected to do that in my code, but still got 30 points. That implies this wasn't included in the test cases, or the test cases don't agree with the editorial.
